Would be easy if the authorities actually wanted to tackle the problem. Just do what I've seen in other cities. Notice required on all Taxi dashboards saying. "NO METER - NO CHARGE" With a number to call if any problem.

No mention of a license in the article but for a tourist to drive any vehicle legally in Thailand you need a license from your home country and an international driving permit from that country. I believe most tourists don't have both and bike renters will be unlikely to tell you this legal requirement. Insurers will insist that you must be driving legally otherwise they may not pay out.

This is a problem in Thailand, Cambodia, Myanmar & Laos. Pollution does not respect borders. I would have thought it would have been a good idea to bring up the problem in the past with ASEAN when they meet and party every year in alternate countries. Thailand will never solve the problem alone.

The tax authorities don't possess the necessary expertise to efficiently handle tax matters for foreigners from many countries who bring money into Thailand from various sources, some with dual taxation agreements and some without. I had an experience when I visited the tax office four years ago to register for taxes as I was renting out a property in Thailand. When I inquired about the necessity of registering for tax as a foreigner, their response was, "It's up to you."
