Foreign media BASED in Thailand? That’s who it says it is for.

The apparent source actually says in its English version: "all Thai media outlets"

The term: "Thai-based media" is how Khun Cod Satrusayang of Thai Enquirer interpreted this statement.

The Thai Enquirer article also states, "foreign media  . . .  seemingly had their request to attend denied" and "foreign outlets as well as press" . . . were disinvited."

"Foreign media BASED in Thailand" could be one way of understanding the Khun Satrusayang (of Thai Enquirer) interpretation.

But that is not what the announcement said. It might not be so clear to accept that the original announcement "all Thai media outlets" to be equated to include "Foreign media BASED in Thailand."

One reason for this would be that the word "outlet" when used with "media" commonly refers to local radio or television stations. Another would be that the announcement clearly stated "Thai media outlets" as opposed to the Thai Enquirer stating "foreign outlets . . . were disinvited."

    russian-embassy-facebook.jpeg?resize=696

Irrespective to all that, the announcement appeared to be an invitation by the embassy (. . . honor to invite you . . .) with a pre-requisite to register ( . . . send copies of your media id . . .) in advance. Registering in advance at a Government office usually means that a confirmation of the registration being accepted is a prerequisite. The press briefing did not appear to be an open house event for all media based in Thailand, but to just Thai media outlets that the embassy could accommodate.

  2. The form's date field says mm/dd/yyyy - the 1st example below is mm/dd/yyyy (09/20/2013), and the 2nd example is mm/dd/yyyy (01/19/2014). I expect the programmer has made an error in the instructions. My experience in Thailand is that they use the date format dd/mm/yyyy - so try using this style instead.

Also, for the Middle Name, try not leaving it blank - put in a dash symbol ( - ).

I want to know if drinking alcohol in restaurants is applied to just dark red or red zones or is it a national ban regardless?

It appears the following is in force:

No changes to Orange and Red Zones since this: Thailand expands lockdown in 29 dark-red zone provinces from 3-31 August 2021

Orange: Restaurants and eateries are allowed to open per normal hours, and offer dine-in services without the sale and consumption of alcoholic beverages.

Red: Restaurants and eateries are allowed to offer dine-in services up until 23.00 Hrs., without the sale and consumption of alcoholic beverages.

Change for Dark Red Zone : Thailand eases COVID-19 restrictions from 1 September 2021

Dark Red: Restaurants and eateries, including those inside shopping malls or similar venues, are allowed to resume dine-in services up until 20.00 Hrs. without the sale and consumption of alcoholic beverages. Seating for dine-in customers shall be limited at 50% for air-conditioned restaurants and at 75% for the open-air ones.

  4. According to a Doctor at the Red Cross blood donation center in downtown Bangkok (from a couple of weeks ago):

Under 60 : Not more often than once in 3 months.
60 to 65 : Not more often than once in 4 months.
65 to 70 : Not more often than once in 6 months.
Over 70 : Not accepted at present.

  5. Quoted from: Personal income tax deduction scheme

    Quote

The Thai government has launched a scheme called Shop Dee Mee Khuen whereby individuals can claim a personal income tax deduction up to the maximum of THB 30,000 by keeping tax receipts between October 23 and December 31, 2020.

    Quote

In order to take advantage of this THB 30,000 PIT reduction you must get an official tax invoice or receipt from the product/service provider with your name, tax ID number and address (Note that Thai nationals have an ID card number that doubles as their tax ID), and keep the receipt for filing with your annual PIT submission.

  6. On the first night (Friday), from opening time till about 8pm, the tent on the beach had only lime soda stored and sold from a large cooler box, while beer (draft only) was stored and poured into plastic glasses from the top of the wall of a private property bordering the beach just behind the tent. The reason given for this was that it was not permitted to sell alcohol on the beach. After about 8pm, an associated (slightly cheaper) brand of  beer "appeared" in the cooler box under the tent and was being sold from there.

About 8pm or a little before was also the time that security checking at the entrance was no longer as strict. This is common each year, as not long after the official opening ceremony (usually between 6 to 7pm) "officials" present for the opening leave.

On the second night (Saturday), in addition to the apparently legal "on the wall" sale, beer cans (two associated brands) were stored and sold from the large cooler box under the tent from opening time (around 5pm or earlier).

  7. Schedule from the Huahin Jazz Festival's facebook page

    Interesting jazz performances might include:

    Friday:

18:45 - Koh Saxman featuring Keithen Carter (vocals)

19:50 - Chai Blues feat. Nurse (vocals)

20:50 - Jazz All Stars feat. Steve Canon (trumpet) & Frank Herrgott (keyboards)

    Saturday:

17:50 Mimi Quintette (Thailand based Japanese musicians) feat. Mimi (vocals)

19:30 Koh Saxman & the Takeshi Band

20:20 Julian Carey (vocals & instrumentalist) & Sunny (keyboards)

The alternative stage has always had vibrant energetic jazz - best visited when the Pop/R&B/Funk Disco bands are on the main stage. (at the end of Soi 61 before going down to the beach).

You can apply for your visa 3months in advance.

You can enter any time between valid from date to valid until date.

Once you have booked your flight and ASQ you then apply for your Certificate of Entry.

If you change your flight after receiving the CoE you  have to change your ASQ booking and apply for a new CoE.

I can confirm the above - partially. The non-O visa is valid for 3 months, - entry is not restricted to a particular date. Only the CoE is restricted to a fixed date.

However I believe embassies are only issuing visas when you also show your intention of applying for a CoE. This means that to apply your non-O visa, you have to have all your CoE papers ready and submit them at the same time - meaning the CoE application form, all other proof required, insurance and ASQ and a flight booking (does not have to be paid for yet), usually from some random date a few months in advance of the actual flight. Then your non-O visa will be issued, but not your CoE, because that is only given when you have a paid for flight ticket. The CoE is not issued along with the visa. Some high risk countries also only issue the CoE on proof of a negative Covid test (the embassy will inform you of this procedure).

The embassy issuing the visa will not be delayed to suit the departure date, as long as the booking is within the 3 months validity of the visa. It will be issued within those 15 days; actually likely within a few days if the papers are in order. So a January booking for an application done in November should not be a problem.

Additional note: I should add that, should you change your departure schedule from the dates you put in your CoE application you used for applying for your visa, all you have to do is submit a new CoE application with a new ASQ & reservation - but there is a slight catch here. You will have to extend your insurance for the full year from the month of departure. The new CoE change is quite straightforward and there are no fees or complications in that process (to change the date).

  9. Thailand's Ministry of Foreign Affairs youtube page has an approximately 15 minute presentation 3 times a week (usually Mon/Wed/Fri) in English giving an update on the recent news, pronouncements, rules and procedures. It is quite informative and the presenter is excellent. This information usually starts some minutes into the videos. The most recent one: Covid 19 Daily Briefing July 3, 2020 - The next one will be on Thursday 9 July (because of the long weekend).

Here is a video of Thailand's Ambassador to Singapore from 29 June giving in clear and precise detail (in English) the procedure in Singapore for non-Thai nationals to get back to Thailand from Singapore. Forward the video to about the 10:50 minute mark.

The full procedure and document forms that need to be filled out are at the bottom of this embassy page.

Insurance that covers COVID-19 and will be accepted for entering Thailand under the present rules is available from some Thai insurance companies. The cost is in the range of US$1,800 (depending on your age) for one year's coverage. If you contact a local Thai insurance broker (cheaper than going direct to an insurance company), they should be able to give you some choices. Here is an example of one that will be accepted. It is named: Visa Friendly - this is not an endorsement - just an example that it is available.

Other informative websites with useful information:
Ministry of Foreign Affairs - Press Release information on relevant updates (English)

Thai Government's Public Relations Facebook page (English)

Ministry of Public Health, Department of Disease Control, COVID-19 forms required when returning to Thailand (English)
Alternate State Quarantine (ASQ) Hotels (in Thai)

My understanding (through personal experience) of the "Certificate of Residence."

The "Certificate of Residence" is the (official) name of the document issued when you are granted Permanent Residency. Immigration in Thailand also refer to it as a "Residence Permit". It does not have to be renewed once you are in the country. However, it must be renewed if you are planning to leave the country and you wish to retain Permanent Residency, as your re-entry visa is only given up to the date of renewal of the Certificate of Residency. Each renewal is for one year.

If you leave the country, you need a "Non-Quota Immigrant Visa" to re-enter Thailand. It is in effect a re-entry visa, and it expires on the same date as the Certificate of Residence expires.

Getting a Certificate of Residence takes quite some time and costs in excess of B200,000. There are restrictions on how many people of a given nationality are granted residency (some say 100 per nationality). The Immigration Bureau's webpage on residency is here.

  10. A shop in Pantip Plaza (The Computer City center) on Phetchaburi road converts Beta & VHS video cassettes to DVD & VCD - so you might have some luck there.

Up the smaller escalator (left side) to - it's either the 2nd or 3rd floor.

It's one of the small shops with its back to the escalator. I believe there are 4 shops; it's one of the two center ones.

The shop is often closed with a mobile number on the door. Call and set up a time to meet.

I remember it as being very reasonably priced, there was no need to bargain.

Do let us know if they can do it, and if they did it well. Check the result in the shop before leaving, and if it seems glitchy, they will do it again. smile.png

  11. Possibly the best value for money and quite reliable is the Western Digital MyBook 2TB external USB3 (includes USB2) drive.

This one needs external power and is a little bulky for moving around. Also it should not be left on in a warm room for extended periods.

This is perfect for making a backup for storage.

More convenient and also reliable is the Western Digital 500GB Passport. It is smaller and takes its power from the USB port - ensure your USB port is with enough power though. Most modern laptops and desktops now provide enough power for this.

Prices at Phantip are quite reasonable but do walk and ask at at least 10 shops before buying. Price variation is sometimes over 10%, with the best deals on shops on the 2nd & 3rd floor in the less visible areas.

For ensuring a manual backup is the same as the original - try using the free WinMerge software.

For making an exact (compressed) copy of your full hard drive including the Operating System, try using the free Macrium Reflect

  12. Had an interesting experience a couple of months ago in a quite large 2 floor fully air-conditioned very busy Thai/Chinese restaurant off Sam Sen road (not all that far from Khao San, Bangkok).

They added a charge to the bill for air-conditioning of either Baht 5 or 10, (I can't remember which). I found it funny enough not to make an issue of it.

I did however ask them remove from the bill (which they did), the extra bowl of rice they charged for that I did not order or have.

  13. SOS Thankyou kindly for that detailed information......but aren't we on the Apple forum?

Apologies. Forgot that some people use Macs.

Well, yes....who would have thought that there are "some" people in the Apple Forum that use a Mac.....shock1.gif

Yes, my apologies for Troll?ing too. Should remember to look a little more carefully to keep well away from the Apple area when receiving a "recent posting email" and a topic catches one's eye under : ====Internet, Computers, Communication & Technology in Thailand Forum====

Thanks for the little flame whistling.gif

    Cheers & well done clap2.gif

Trolling can be defined as the act of purposefully antagonizing other people on the internet by posting controversial, inflammatory, irrelevant or off-topic messages with the primary intent of provoking other users into an emotional response or to generally disrupt normal on-topic discussion.

'Flaming' is defined as posting or responding to a message in a way clearly intended to incite useless arguments, to launch personal attacks, to insult, or to be hateful towards other members. This includes useless criticism, name-calling, swearing and any other comments meant to incite anger.

  14. A most common outage problem is the DNS server timing out, specially with True.

Use a public free DNS server as suggested before as one of the options for DNS Server.

    Example DNS servers are -

    True Cable: 203.144.207.49 and 203.144.207.29

    TOT: 203.113.127.199 and 203.113.24.199

    Inet: 202.44.202.2 and 202.44.202.3

Free DNS servers can be found here

So for example if using True internet cable, put the FREE dns server as the 1st entry (Primary), and True's as the 2nd (Secondary.

    1st DNS server as: 208.67.222.222

    2nd DNS server as: 203.144.207.49

  15. Screen shot pictures are usually saved with a .jpg extension.

If you are using Windows 7, click the START button, and in the "Search programs and files" box at the bottom, type in: paint

    Open the program: Paint

Open your screenshot in that program by either dragging and dropping it into Paint, or in Paint, clicking on the top left down triangle and choosing Open

At the top center, you will see a bunch of shapes. Click the diagonal straight line. Left Click (and hold) in your image where you want to start the line, and drag to where you want to finish the line, and release the mouse button. Your line will appear. You can change the color of your line by choosing a color on the upper right.

At the top left of center you will see a bold A. Click on that. Then click in your screenshot where you want to write something. A box will appear within which you can type. When you finish typing, click somewhere on the screenshot outside that input box. The text will be appear on the screenshot. You can change the font size and color using the tools at the top.

At the top left, click the little down pointing triangle, and choose Save As, and save your edited screenshot.

This is the simplest way for beginners. One might use more sophisticated image editing programs like Gimp (which is a free photoshop alternative), but for quick changes this works fine.

In case you are on WinXP or Vista, you will have to find the Paint program yourself (it is there somewhere).

  16. Looking before leaping (to a hopefully temporary conclusion).

An old Japanese study that talks about the effect of video games on brain growth: The Observer from Aug 2001.

A short further discussion on this study in New Scientist in July 2002 sheds little to no light.

More interesting insight might come from schools one would expect to use computers extensively:

A Silicon Valley School That Doesn’t Compute

And a much more detailed look:

Technology in schools faces questions on value

So, then, Computers and slow brain development in children:

It can be said that the idea of giving a tablet computer to each young child in government schools, and having them use it (extensively), has merit for the commercial development of the country's businesses.

If Doc Chanpen's assertion has substance, it may ensure production of an abundance of human resources at intelligence levels that will keep minimum wages low and help industry be competitive and profitable.

Since this should be advantageous for those that control the political process that led to implementation of this policy, it may lead to success as never anticipated.

  17. Concerned about the poisonous effects of excess fluoride in water (usually in the form of added sodium fluoride, fluorosilicic acid, or sodium fluorosilicate), I checked up on the brand that so happened to be chosen by me, Nestle's Minere, in that it claimed to be a "Natural Mineral Water."

The label mentions "Mineral Content" and includes Fluoride in the list, but does not give a breakdown of how much.

I emailed the Consumer Relationship Center of Nestle Thai Ltd. with a question regarding the fluoride content, and got the replies that:

"As your question , Nestle's Minere have fluoride content 0.5 mg/l and it is from naturally in the water. It through monitoring from FDA and we confirm that it safety to consume." - AND - "For Nestle'Minere water, we confirm 100% that it is a natural mineral water and there are no artificially added minerals. In Thailand, have a lot of groundwater sources to have a different of mineral content. For nestle , we used the groundwater source from Phosamton at Ayutthaya province which nestle found that it is the best of natural mineral water."

Additionally, "Nestle Waters" website describes their brands which carry on their labels the words "Natural Mineral Water" as follows:

"As defined by EU Directives and Codex Standard is underground, protected water which is stable in mineral composition, microbiologically pure and bottled at source. The characteristic of mineral content must appear on the label as to inform the consumers in their choice. It may have benefic properties for human health approved by Health Authorities and properly labelled. No disinfection treatments are allowed and no additional minerals or vitamins or other ingredients are permitted, only carbon dioxyde can be added or removed."

Still not being 100% convinced about the fluoride level (large corporations have been known to liberally bend the truth through self funded studies and research), further searching on the web led to an interesting study available at the Wiley Online Library. The study, first published in Feb 2011, with the research supported by the Research Fund, Faculty of Dentistry, Chulalongkorn University, Bangkok, and published in the Journal of Investigative and Clinical Dentistry Volume 2, Issue 2, pages 144–147, May 2011, shows the fluoride content of Thirty brands of bottled water (17 bottled plain water and 13 bottled mineral water) in Thailand.

It shows in that study a level of 0.39~0.47mg/l for Minere (which I understand is equivalent to 0.39~0.47ppm) and it corresponds well to Nestle's email clarification of 0.50mg/l, and falls close to the World Health Organization's expected levels of natural fluoride content in water ("for the most part below 0.5mg/l, - from their 1994 study of Fluorides and Oral Health).

Also it appears to fall within Thailand's FDA limit. Quoted from the Global Agricultural Information Network's GAIN Report TH9213 of 19/8/2009: "On 4 August 2009, the Thai Food and Drug Administration notified WTO (G/SPS/N/THA/178) of its change in the food standard for drinking water in sealed containers. The revised notification will limit the content of Fluoride computed as Fluorine to less than 0.7 mg. per liter of drinking water. The revised level of Fluoride in drinking water is being reduced from 1.5 mg. per liter and aims to control the problem of dental and skeletal fluorosis found in both children and adults caused from the excessive intake of fluoride."

Unfortunately, I have assumed that none of the fluoride in the water will be in the form of the non-water soluble organic salt calcium-fluoro-phosphate, which is what our bodies need to strengthen our bones and teeth, but instead would be in forms similar or the same as the other fluorides mentioned above, that are essentially water soluble toxins that "gradually build up and cause harm, damaging kidneys, bones, pineal gland, thyroid, and other tissues."

Though I do not find this brand of water tasty at all, I continue to drink it for lack of finding any better alternative.
