  4. My extension got moved to my new passport, in 2019. Maybe the regulation that you quoted only applies when someone had received a truncated extension. (But there would be no logical reason to do that.)

  14. Nonsense. For example, when a tourist wants to apply for a non-O visa here (e.g. for retirement or marriage) they have to have a bank account *first*.
