A VPN wont do anything. On Apple you purchase or download apps via Apple Store. You are registered to a specific sore, ie USA.
Lotus app is not available there since they dont have Lotus’s stores, so pointless.

if you change your Apple store to Thailand, you can down load it, then just change the store back to USA. I have done this few times and it does not affect any other apps etc since, once apps are on the phone, they do not interact with location via Apple stores

you need to remember that the location of the actual phone has nothing to do with the location of the Apple Store you are linked to.

One reason for falls here is the actual hieght of the barriers on balconies is too low for farangs, and, when having a few drinks it is very easy to go straight over if leaning etc. i am not tall, but I keep away from the edge, if you lean over you will not be able to pull back

Went to one in Bangkok yesterday as girlfriends daughter has covid and was taken there from Pattaya. Absolute rubbish, you do NOT need to be married to a Thai to get Yellow book.

you are allowed to get one if you own the property, some Amphurs try and fob you off with reasons you cannot have one, but thi is a legal entitlement. 
Chanote does not prove you live at condo, only that you own it.

pink card can be useful in many circumstances.

You can change it at any of the tax stations around the area, no need to go to DLT to do it.

( FYI, when going to renew my driving license, DLT would NOT accept yellow book. )

even if not, you cab divorce in UK and under Thai law, that divorce will be recognised in Thailand

The only way to make it even vaguely foolproof is to have the vaccine passport linked directly to peoples own passport, ie a government official addition, rather than merely a document which can be faked .

It was said, on various sites, that the police had been told to stop the regular license, helmet checks during start of covid as people had no money to pay fines etc. I have noticed a complete lack of them in and around Pattaya for some months now. Not sure about the drink drive stops as dont drive into Pattaya at night etc.

If you are actually planning to leave Thailand, you can get a re-entry permit at the airport as normal, assuming your visa/extension will not run out before your intended return.

However, this to me seems completely irrelevant in the current situation, since, just because you have visa/extension, this does not give automatic right to return under current rules. I am not certain you would be allowed back even if you get a certificate of health etc etc as you are probably not on their list of priority re-entrants etc etc.
