    Justice Minister Tawee Sodsong has stood firm against a recent petition asking the National Anti-Corruption Commission (NACC) to investigate the ministry's alleged misconduct relating to Thaksin Shinawatra's release from the hospital and parole.

     

    Police Colonel Tawee stressed the ministry's adherence to regulations on prisoner treatment outside jail and the eligibility for parole. However, he recognized the public's right to petition the NACC if they suspect any misconduct. This was in response to the latest appeal made by groups led by Thai Pakdee Party leader Warong Dechgitvigrom.

     

    The petition was accompanied by a confidential document. Dr. Warong contends this document contains findings from an unofficial investigation by the Ombudsman into the ministry’s actions. Despite being initially rejected, the Ombudsman undertook an informal investigation, revealing inconsistencies in Thaksin’s transfer to the Police General Hospital last August, according to Dr. Warong.

     

    Dr. Warong challenged the department's claim that Thaksin’s health condition justified his parole, citing regulations that require an irreversible health condition, a condition which Thaksin allegedly did not meet.

     

    In defense, the department outlined Thaksin’s deteriorating health condition as assessed by medical professionals. This was reported by the Bangkok Post. The department insisted that all its actions, from Thaksin's transfer to the hospital to his early release, were legal and justified.

    A man was hit by a taxi as he was crossing a crosswalk legally in front of Asiatique The Riverfront in Bang Kho Laem, Bangkok. The incident was captured on video and shared on Thai social media, causing widespread shock and anger.

     

    According to details released by the local police, the accident occurred around 1:36 PM on April 23. When the emergency services arrived, they found the taxi driver, a 58-year-old man named Patsathi, and the victim, a 44-year-old man named Thanat.

     

    Patsathi told police that he was driving along Charoen Krung road and didn't stop at the crosswalk in front of Asiatique The Riverfront, which led to him hitting Thanat, causing him injuries.

     

    There was a mass reaction from Thai social media users after the video was shared. The users questioned whether the Thai laws for road traffic violations, which they believed are not strict enough. This has perhaps led people to not follow traffic laws strictly. The same thought was expressed by The Pattaya News, who stated that those who break traffic laws are not adequately punished.

     

    The victim, Thanat, was quickly taken to a nearby hospital for urgent medical care. Meanwhile, police have begun their investigation. They have collected evidence from CCTV footage to help with the legal case.

     

    Patsathi confessed to his mistake and this was recorded for evidence in a daily diary. The police are now waiting for a body examination report from the doctors treating Thanat, who is reported to be in stable condition, to proceed with legal action against Patsathi. This medical report will be crucial in ensuring that the correct legal steps are taken.

    Phuket’s Tourism Council of Thailand (TCT) Region 11 branch, led by Wirintra Paphakityotphat, has made four formal requests to Prime Minister Srettha Thavisin. The topmost request is to elevate Phuket to a Special Administrative Zone.

     

    The requests were submitted to PM Srettha during his visit to Phuket on Friday, April 19.

     

    The purpose of these requests, presented at the Heroines Monument while discussing the underpass to be built there, is to raise Phuket’s tourism standards to international levels.

     

    The primary request is to establish Phuket as a special economic zone for the tourism industry.

     

    The council seeks a budget allocation of 1-5% of the revenue from Phuket’s service and tourism sector currently remitted to the central government. The Department of Tourism under the Ministry of Tourism and Sports would be responsible for ensuring compliance with any requirements.

     

    Notably, Phuket saw 11.3 million visitors in 2023, a significant uptick post-pandemic, according to the Ministry of Tourism and Sports.

     

    Special administrative zone

     

    Most of the visitors were foreign (75%), contributing to a tourism income of at least 388 billion baht.

     

    Earlier this year, in January and February, Phuket received around 2.4 million tourists, marking a year-on-year growth of 38%.

     

    Ahead of his visit to Phuket, the 62 year old Thai prime minister, on April 18 in Bangkok, stated that he had not received any formal requests from Phuket City Municipality regarding the consideration of Phuket as a special administrative zone.

     

    PM Srettha assured that if such a request were to be received, it would be carefully considered after gathering opinions from all sectors.

     

    Regarding Phuket’s potential as a special economic zone, the Bangkok-born prime minister emphasised the importance of evaluating its alignment with tourism objectives and the types of businesses suitable for a tourism-centric area.

     

    The second request made by the TCT Region 11 branch concerns the construction of a community marina or marine transportation service around Phuket.

     

    This involves ten piers with a budget of 300 million baht, aimed at expanding transportation options, reducing congestion on land, and increasing income for residents.

     

    The third request is for the approval of a 397.524 million baht budget for a project to improve traffic management in Phuket through an AI system. The Phuket Provincial Office would be responsible for this project.

     

    Lastly, the request was made for the central government to assist small hotels and approve environmental protection measures within Phuket by the end of April. This is in line with a draft announcement from the Ministry of Natural Resources and Environment.

    A 57 year old woman was found dead in a pond in Nong Bua Lamphu province, following a period of severe stress due to her tenants failing to pay three months’ worth of rent. Children playing nearby initially spotted the body floating in the water and alerted adults yesterday.

     

    The deceased, later identified as Sumalee, had expressed to her mother her frustration and desire not to continue living under the current circumstances. She had been leasing property to tenants for over two years at a monthly rate of 3,000 baht, but the payments had recently become inconsistent, accumulating to a debt of around 9,000 baht.

     

    Sumalee’s sister recounted that on the day of the discovery, Sumalee left their home at approximately 3.30pm, telling her mother she was going to a nearby hair salon. When she did not return, her sisters began searching for her. Eventually, they were informed of the tragic discovery in the pond near where Sumalee liked to walk in the evenings.

     

    Local police and rescue workers from Kuson Rescue Nong Bua Lamphu were notified and retrieved Sumalee’s body from the pond, located behind Wat Pho Chai Som Sada temple in Mueang district, for further investigation. The initial examination did not raise any suspicions from the family, who have decided to proceed with funeral rites according to their traditions.

     

    The children who first came across the body described seeing an object resembling a large sack floating in the water around 5.30pm, which upon closer inspection, was identified as a human corpse, reported KhaoSod.

     

    They quickly reported their discovery to nearby adults, who confirmed the situation and contacted the authorities.

     

    In related news, tension gripped Bo Win Subdistrict, East Pattaya on April 1 when a distressed woman scaled a telephone signal pole in a bid for attention. The woman’s husband disclosed that the incident unfolded after he returned from work in the evening when a dispute arose over financial matters.

Athapol Charoenshunsa, the department chief, has unveiled plans to relocate these monkeys once their new holding facility is ready.

     

    Currently, an estimated 2,200 macaques are roaming freely within the city’s bounds, causing disruptions to local businesses and posing a potential hazard to pedestrians. To mitigate this, the DNP has split the operation into two phases.

     

    The first phase will focus on approximately 700 macaques in a specific city block where their presence has been most disruptive. This phase will commence once the holding facility in the Po Kao Ton subdistrict in the Mueang district is ready. At present, the facility is undergoing renovations and will feature three spacious enclosures.

     

    The second phase of the operation, planned for next year, will involve the removal of an additional 1,400 macaques residing in other parts of the city centre. Some of these locations include the 13th-century temple Phra Prang Sam Yot, the Phra Kan Shrine, and a motorcycle taxi queue nearby. The macaques from these areas will also be relocated to the Po Kao Ton centre.

     

    The DNP has prepared for a situation where the centre may run out of space. In such a case, the overflow of macaques will be accommodated in a facility at Wat Phra Bat Nampoo, also in the Mueang district, and other nearby locations.

     

    The strategy for capturing the macaques involves using food as bait to lure them into large cages. To increase the chances of success, the monkeys will be allowed to freely enter and exit the cages for two days, decreasing their suspicion and facilitating a larger capture.

     

    Since beginning this operation on March 25, park officials have successfully caught 37 monkeys identified as pack leaders. Fifteen were relocated to Lop Buri Zoo, while the others were moved to a wildlife clinic at the Protected Area Regional Office 1 in Saraburi.

     

    Before the monkeys are moved to the Po Kao Ton facility, they will undergo sterilisation, reported Bangkok Post.

     

    This operation is a necessary step in managing the escalating macaque population in Lop Buri, ensuring the safety and functionality of the city for its residents and businesses.

    A Thai man demanded 5 million baht in compensation from the Royal Thai Police (RTP), accusing a well-known police chief of being unjustly scapegoated and imprisoned for a rape he did not commit.

     

    The 52 year old Thai man, Narin Chuekhomta, accompanied by his lawyer Ratchapon Sirisakorn, visited the Bangkok South Criminal Court on April 22 to file a complaint against the RTP and demanded 5 million baht in compensation for scapegoating him.

     

    Ratchapon revealed to the media that Narin was arrested for allegedly raping a five year old girl in the Isaan province of Mukdaharn on June 24 of 2020 by officers from the Investigation Division of the Metropolitan Police Bureau (IDMB).

     

    The arrest was conducted by officers from the Investigation Division of the Metropolitan Police Bureau (IDMB), led by Police Lieutenant General Thunpeerasit “Jae” Junpiphop, also known as Inspector Jae. Inspector Jae is well-known on social media among Thai netizens due to the active social media accounts of the IDMB.

     

    Ratchapon claimed that Narin was made a scapegoat by Inspector Jae and his team. According to Ratchapon, the pictures of Narin and other men in the community were presented to the five year old victim during the police lineup. The girl knew Narin and identified him as the rapist, even though he was innocent.

     

    Even after his arrest, Narin maintained his innocence. The Court of Appeal initially sentenced Narin to two years and eight months in prison. Fortunately, the Court of First Instance dismissed the case, citing suspicious police investigation procedures.

     

    As a result, the sentence was later reduced to one year and three months due to the dismissal by the Court of First Instance.

     

    Accused defends himself

     

    Ratchapon added that Jae and his team also detained Narin in a police safe house for three days before the arrest warrant was issued, which was considered illegal. As a result, Narin decided to take legal action against the RTP after his release.

     

    Speaking to the media yesterday, Inspector Jae defended himself and his team. He denied the accusation of scapegoating Narin and insisted that he had arrested Narin in accordance with legal procedures. Jae also sued Ratchapon for defamation in Sections 326 and 328 of the Criminal Law.

     

    “I decided to take legal action this time to protect my reputation. I work every day to protect people. If I cannot even protect myself, how can I protect others? If me and my team really took the suspect to the safe house as the lawyer mentioned, why don’t you advise your client to sue me for illegal detention if such actions occurred? Legal knowledge is required if you are a lawyer.

     

    Kom Chad Luek reported today, April 23, that the mother of the five year old victim filed a complaint at Koktoom Police Station in Mukdaharn on February 6 that Narin and his lawyer Ratchapon threatened her to change her testimony in court.

     

    The mother alleged that Narin and Ratchapon wanted 5 million baht in compensation from the RTP and promised to share it with her if she went along with their plan but she refused. This prompted Narin and Ratchapon to threaten her.

     

    The mother told Narin and Ratchapon to stop. She said she believed in karma and hoped Narin would be punished for what he had done.

     

    According to reports on several Thai media outlets, Narin was also one of the suspects in the unsolved murder case of a three year old girl named Chompoo in the Mukdaharn province.

    Authorities in Tak province have agreed to participation by villagers living near a factory, where tons of carcinogenic cadmium waste were stored, in processes to ensure their safety.

     

    The villagers will send their representatives to join inspections by the authorities handling the cadmium slag in warehouses in Tak’s Muang district.

     

    Rajamangala University of Technology Lanna will also take part in the inspections.

    Thailand set a new record for electricity consumption at 8.58pm on Monday night, when 35,830 megawatts of electricity were consumed, according to the Office of the Energy Regulatory Commission (OERC).

     

    Based on reports from the Electricity Generating Authority of Thailand, the Metropolitan Electricity Authority and the Provincial Electricity Authority, the OERC said that the last record was at 9.41pm on May 6 last year, when 34,826 megawatts were consumed.

     

    More new records may be set in the coming days, if the already scorching weather gets even hotter.

    An elderly Swiss man has been critically injured and remains in a coma following a road traffic accident in Pattaya.

     

    73 year old Andreas Geisbuehler was on his way to purchase his medication when his three-wheeled electric scooter was struck by a car as both vehicles were crossing an intersection.

     

    The accident happened on Friday morning, April 19, but Mr Geisbuehler’s Thai wife, Samrit Geisbuehler, is bringing it to the attention of the media again as she believes the authorities are not doing enough to prosecute the car driver, who it’s understood has refused to take responsibility.
