The Supreme Administrative Court has overturned the lower Administrative Court’s ruling by ordering it to accept for consideration the petition by five consumers, seeking the revocation of the telecom regulator’s consent for the merger of CP Group’s True and Telenor’s DTAC. The Supreme Administration Court ruled that, despite the submission of the petition being outside the permissible period, the case concerns public interest and, as such, the Administrative Court has the power to accept the petition. According to the petition, the consumer’s group, who claim they are subscribers of the Advance Wireless Network, a subsidiary of Advance Info Service, and True Move H Universal Communications (True Move) and are affected by the merger, which will result in higher service charges.   3. Thai netizens condemned two foreign men for spray-painting graffiti on a footpath and several spots in the Patong neighbourhood of Phuket. The Facebook page, โหดจัง จังหวัดภูเก็ต (meaning so brutal, Phuket province), shared the 13-minute video of the two foreign vandals on March 23. “This completely dares the power of Patong police officers. Foreigners are not afraid of Thai laws. They even dared to spray messages on the footpath. Police, look at this. Do not arrest only Thais. This will ruin the image of tourism in the province.” The video showed one foreign man sitting on a motorcycle, while another man spray-painted the letters H R D S H T on a footpath. The footpath was painted in white and red, indicating that parking is prohibited. ThaiRath reported that the footpath is on Baramee Road in the Patong sub-district, Katu district, Phuket. Aside from the footpath graffiti, these two foreigners allegedly spayed a restaurant sign and other businesses at the spot as well. Thai netizens commented on the video, calling on police to take action in the case. Many accused the police officers of only arresting locals and ignoring all the illegal foreigners. “No more excuses! Take them to court and put them in jail. They must pay the fine to the Highway Department as the cost of removing the spray-painted alphabets.” “There are patrolling police officers and CCTV cameras but nothing has been done.” “The police always give up when they have money.” “We have problems with foreign tourists every day.” “What can Patong police do?” Spraying, writing, or scratching walls or footpaths along public roads or public places will result in a fine of up to 5,000 baht according to Section 12 of the City Cleanliness and Orderliness Act. However, Khao Phuket reported that the Patong Police Station officers, who supervised the area, had not yet investigated into the case. The demonstration, which included surf life-saving techniques and appropriate medical responses to common injuries, was part of the grand launch of the Phuket Island Safety Sandbox scheme. This initiative is designed to reaffirm the island’s commitment to safety, thus reassuring tourists of a secure vacation experience in Phuket. Health Minister Cholnan Srikaew was privy to a lifelike rescue demonstration where a tourist was saved from the water and subsequently revived on the sand. Additionally, he observed the correct medical response to injuries from a parasail ride, which contrasted starkly with the unfortunate incident involving a Chinese tourist at Karon Beach the previous month, where the woman had to wait two hours for an ambulance due to traffic congestion. Upon completion of the safety demonstrations, Cholnan engaged with Patong Beach lifeguards and local health workers. He also interacted with parasail and jet-ski operators and observed a woman receiving an influenza vaccine as part of the Ministry of Health’s campaign offering free inoculation against four strains of influenza to tourism industry workers in Phuket. After the safety promotion event at Patong, Cholnan proceeded to Dragon Plaza at Queen Sirikit Park to formally inaugurate the Phuket Island Safety Sandbox campaign. Joining him were numerous senior officials, including Opas Karikawinpong, Permanent Secretary of the Ministry of Public Health, and Thongchai Keeratihatthayakorn, Director General of the Department of Disease Control. Phuket’s local representatives, led by Governor Sophon Suwannarat and Rewat Areerob, President of the Phuket Provincial Administration Organisation (PPAO), were also present. Other attendees included Niti Hetanurak, Deputy Director-General of the Department of Disease Control, Darinda Rosa, Acting Director of the Disease Prevention and Control Region 11 Office in Nakhon Sri Thammarat, and Kusak Kukiattikoon, Chief of the Phuket Public Health Office (PPHO). Safety Sandbox initiative Cholnan explained that Phuket was the first province chosen to implement the Safety Sandbox initiative. The island will serve as a “disease and health hazard-free tourist city,” aimed at establishing confidence among tourists. As part of this initiative, hotels will be required to comply with green health, hygiene, and safety standards. Additionally, the Ministry of Health is working to improve local community hospitals and implement a One Region One Sky Doctor (OROS) service. At the Queen Sirikit Park event, Cholnan awarded certificates to representatives from 18 local government organisations and three District Offices for their collaborative effort in making Phuket the first rabies-free province in the country. The event also featured an exhibition showcasing the work done by officials, including the Phuket Livestock Office and the Soi Dog Foundation, to achieve this milestone.   7. Police captured a 72 year old man following a cross-province manhunt after he fatally shot his 75 year old wife, and fled to his hometown in Ayutthaya with the murder weapon in hand. The arrest occurred after meticulous investigative work pinpointed his hiding place. The tragic incident unfolded on Saturday, March 23 when the suspect, Veera, in a fit of jealousy, believed that his wife, Monta, had poisoned him. A confrontation ensued, wherein he drew a revolver to intimidate her into confessing. However, the situation escalated when Monta attempted to seize the gun, leading to a fatal shot. Following the incident, Veera escaped in a bronze Toyota Vigo pickup truck, eluding capture until recently. Upon his arrest, police discovered a .38 calibre Smith & Wesson revolver, four .38 calibre bullets, two spent casings, and a black holster concealed within his vehicle. Veera was transported back to the Ban Chang Police Station in Rayong for further interrogation. During questioning, he admitted to the shooting, claiming it was accidental during the struggle over the weapon. After committing the crime, he drove to Ayutthaya, where he was eventually apprehended. Veera was subsequently taken to reenact the crime at the scene as part of his confession. He now faces charges for unlawfully carrying a firearm and ammunition in public without a valid reason or permit. The suspect had reportedly always harboured suspicions that his wife might poison him, a paranoia that tragically culminated in her death. Meanwhile, Monta’s relatives are preparing to claim her body for funeral rites according to their traditions, reported KhaoSod. In related news, a Thai man allegedly shot his friend in a row over money and a gold necklace in the central province of Ayutthaya. The accused reportedly offered his friend a gold necklace as collateral for a money loan but the necklace turned out to be fake so the victim refused to loan his friend the money. An argument then broke out resulting in the gunman shooting his friend. Even as turmoil swirls in the upper ranks of Thailand’s police force (the Chief of the Royal Thai Police and one of his high profile deputies are currently transferred to desk duties at the prime minister’s office pending an investigation into allegations of corruption involving some online gambling gangs), Pol. Gen. Roy Ingpairoj has issued the orders that will, at the very least, shine a spotlight on some, or many, visa renewals, the issuance of new long-term visas, and greater scrutiny on tourists arriving into the Kingdom. The first record of a tiger is found through a camera trap wildlife study on February 18. Authored by distinguished fellow Nipon Poapongsakorn along with researchers Sutthipat Ratchakom and Kamphol Pantakua, the paper advocates for a sandbox-type management system in the north and revisions to existing pollution control laws. It underscores the necessity of a big data system for tracking pollution hotspots across Thailand and its neighbors, urging for an adequate budget for local management and international collaboration to reduce cross-border fire hotspots. The research identifies major causes of pollution in Bangkok, including temperature inversion, carbon emissions from congested traffic, reliance on fossil fuels for electricity, and a high concentration of factories. Despite efforts to shift towards renewable energy sources, such as solar and biomass, renewables account for only 18% of the energy mix. The paper also highlights the adverse effects of emissions from over 3 million diesel vehicles and the prevalence of factory emissions in the area surrounding Bangkok. In the northeast, agricultural burning emerges as a significant contributor to air quality deterioration, with around 580,000 rai of land repeatedly burned over the past decade. Cross-border agricultural fires further exacerbate the air pollution crisis, presenting a challenging issue that requires regional cooperation for effective management. The spokesman said the families of the two Thais who died will each receive 40,000 baht and actual funeral expenses, not exceeding 40,000 baht. The injured man will receive 30,000 baht in compensation and, if he wants to fly back to Thailand, he will receive another 15,000 baht in travelling expenses, he added. Seree said that the government promised to improve the lives of the people when it took office, but has failed to keep the promise and has blamed the delayed passage of the budget bill for the 2024 fiscal year. The budget bill should have been in force since the beginning of the new fiscal year in October, but it only passed the final reading in the House last week and is now with the Senate.
