Maybe they do not feel welcome in the EU hotspots any more - or perhaps there are not many airlines able to fly to the Med from Russia.

Fly anywhere at night and on take off & landing you can see all of the small homestead fires in addition to the fields.
Even the central reservations on some sections of dual carriage ways have scorched earth signs.

Is it a sting or entrapment?
If they used the contractors cash it could be deemed to be evidence and held by the Police/Prosecutor until released by the Court which might take a good while.
