This is not true in the United States. Police have no right to your identity unless there is a reasonable suspicion you've committed a crime. You certainly can't demand a passport, it's absolutely foolish to carry around your passport regardless of the country.

That would risk ‘freedom’ and liberation coming their way. It would also mean no help against Iran. Unlikely.
