[Honda Wave 100 - front fender and wheel misalignment?]

Hey all. Anyone know what's up here? Is it a serious/expensive issue? For some reason only noticed it today and now I'm worried I could've injured myself because I probably have been riding with it for over 2,000km with it.

Good day all. I'm shopping for a used Honda Wave and can't seem to find the location of VIN and engine numbers. Are they easily accessible for checking against documents? Also, why do some Waves have the circled area in photos black and others just bare metal? Is it simply wear? Anything to be concerned about? Thanks
