As they haven't actually used any of the budget yet (like nobody has been paid) I think what he means is that there have been more applications than they expected.
Careful scrutiny of all applications will most likely lead to many rejections, but hey that would involve a bit of work, easier just to ask for more money!

Very muddled thinking.
A 24 hour curfew but with specific times for people to all go rushing to the shops for food , ensuring the maximum numbers of people are in the same locations at the same time.

Certainly https://receive-smss.com/ seem to change the numbers regularly which is likely to be a pain.
And of course there are potential security issues.
I have been monitoring these UK numbers for a few days now and never see a FROM: NATIONWIDE.
I wonder if NW are blocking the use of these numbers ?

"Daily Mail newspaper on Mark Rumble, a British national who was detained in Thailand and was said to have contacted the coronavirus before being deported to the UK on January 27 to face class A drug supply charges.
He reportedly collapsed in his cell at HMP Bullingdon, near Bicester on Monday (February 10), and was being tested for coronavirus infection, the Daily Mail said."
So although he was being tested in the UK (February 10); outcome of the tests unknown presumably as not stated; the Daily Mail says that he contacted (or maybe even contracted) the virus before being deported on January 27.
I think the Thai government should sue the Daily Mail for fake news.
