I applied for mine on 16 May 2023 and obtained it on 16 June 2023. I was flying out on 29 June 2023. My backup plan was to buy an airplane ticket ($60) to fly from BKK to Vientiane on July 27 and not going. I would have done a one month extension at immigration at the end of July.

I have done it before by one or two days... There is a fine of 500 baht for 2 days. The first day is a freebee. Never had a problem afterwards.
