Tough enforcement might be needed in addition to education. Stop a lot of drivers and issue heft fines and the word will get out.

There are good traffic laws on the books for most violations, but there has to be responsible enforcement of those laws all of the time so the population drive more responsibly in my opinion. A better trained, paid and equipped police force would be a good start.
