nu George.. not sure how it works if yer using 2 cards, I think you would be better off disabling the built in one and installing a card with 2 outputs.
You can drag windows from one screen to the other, and set either screen as the primary

True is flat rate, a lot of the others arent. As far as low latency goes, dont count on it, you will probably be looking @ 350-600ms minimum to the Europe and the USA -

yes it is the law to carry your passport @ all times, you can be detained/arrested for not having it. A photocopy of the page with a valid visa and your entry form + a copy of the photo page should suffice tho
