Specifically: Prof. Wachira Kochakarn Asst. Prof. Premsant Sangkum Both are US trained in reconstructive urologic surgery and Dr. Premsant coauthored a paper on prostethetic urethral sphincters - this was while he was in the US, though, and I am not sure it is being done in Thailand but certainly he would know. While it should be possibel to see either of these doctors through the Ramithibodhi after hours clinic ("Premium Clinic - https://med.mahidol.ac.th/qsmc/th/service/premium_clinic-th) it will entail waits, red tape and likely have to go in person to make the appointment, which is hardly convenient for someone coming form Pattaya. What I therefore suggest, especially since it is not even sure this is going to turn out to be available yet in Thailand, is that you have a consultation with Dr. Premsant at Bumrungra dwhere he has hours once a week. That appointment you can make online and be assurred of seeing him without undue wait time or red tape. https://www.bumrungrad.com/doctors/Premsant-Sangkum IF it turns out that what you seek is available here, for surgery you might prefer to go to Ramathibodi and brave the red tape and crowds as the cost savings would be substantial compared to Bumrungrad. You can discuss all that with Dr. Premsant. But just for initial consultation I think not worth the hassle of trying to go through Ramathibidhi.
