Back on Topic and avoiding the rather unintelligent and unimaginative generalizations: This is hardly a major crime and it would appear that the Police prefer to take the easier and somewhat sanctimonious path of targeting foreigners rather that dealing with far more serious issues... This is simply high spirits, young adults getting up to what young adults do, they'll have fun memories and eventually grow up and continue their lives as many of us did. The location may be questionable, but I imagine that there are some fairly significant crimes occurring in the area which could use similar levels of attention to fight.
