I have just been told that the Scandinavian (Daenen, Sweden and Norwegians) for a Lao visa on arrival, no fees have to pay more. I only knew it from Swiss for an ON-arrival visa (14 days). Swiss citizens can travel to Laos visa exempt, no visa, just a stamp for 14 days. That's why they don't have to pay. (I know from personal experience in 2011) There is a list of visa exempt countries for Laos. I doubt it applies to Scandinavians. Some info in this recent thread.
