There could have been a trajedy there with bullets ricoseying of various parts or the road only to hit maybe a bystander, even a child. How come the sought out the centre of town for a shootout? No planning. There are some things the cops do  that are so ill thought out that they endanger the civilians they are supposed to be protecting. 

I think that the majority of sane people would rather see the drug pushers get away rather than an injured or killed innocent.
