She got neighbors to sign a group letter and forwarded to authorities. Maybe put it in the budget to install new service/transformer in 6 months to a year. It's a start. It's a start. Take a number please. The power drops to below 170 volts every evening between 6 PM and 9 PM in most of the moobahns around Meuang Udon Thani. Petitions, letters, demonstrations usually result in a couple of engineers with a meter checking voltage when it's up around 240 volts... at around 3 PM, just before they knock off for the day. They build sh!t, low-budget infrastructure to begin with and need to be cajoled into bolting on the transformers that should have been there since the get-go. The authorities already have the money for these transformers but I guess that's the first, easy rip-off in PEA local governorship 101 handbook. Got a very similar problem with the Electric supply here also, we live in the NSR area. Patlom speeds up, slows down, as does the air con, & also the electric oven takes so long to cook. Although the electrical situation in Sri Chiang Mai has improved drastically in the last six years, everytime we get a thunder and lightning storm , our power goes out. Every time. Chap I was visiting out Nong Wua So way says that if there's any sort of wind in the area, the lights go out, no need for thunder and lightning. But lurching off-topic, sorry.
