If you see/read similar reports from UK/USA the report often starts with 'acting on a tip-off police have been gathering evidence for x years.' Investigations like these don't involve PC plod on the street. I would say that while all the evidence is being collected in UK/USA it isn't sent on a daily basis to the police where the suspect is living. Once enough provable evidence is on the cards and the police have a good few names to go after then the local cops are sent to do the arrest. UK/USA will have feet on the ground here who will know where the main suspect is residing and be very aware of his movements all the time all done on the QT.
