One of the reasons is there are many poor people that would do a lot of things for money. Historically many neighborhoods/villages are more isolated. Many less than normal job and work hours is common which leads to people being on their own and outside of traditional relationships more often. Other countries have worse records in terms of enforcement and capture of these sexual offenders. Anytime that my contacts from the USA learn that I live in the Kingdom, they manage to route the conversation around to pedophiles and ladyboys. Thailand have more tourists than other countries in Asia so you'll hear more about it here.
