Yes, I think it is legal but you will be advised not to choose pickup points near taxi stands. Grab drivers won't want to pick you up there. Not afraid of the police afraid of extrajudicial actions by the competition. That can be a problem if you're hauling big shopping from a mall for example as there will be taxi stands there.

What right do Pattaya taxi drivers have threatening a Grab driver or customer if the Thai government has deemed Grab a legal entity?  You don't see 7-11 staff threaten Family Mart staff because a new Family Mart opened nearby.

They don't have the right, but they do have the indignant retaliation sorted!

It's also against the law for people to ride a motor bike without a helmet, but in certain parts of the country, the police appear to be ignorant of the fact until it's some high ranking officer's birthday, and the "300 baht no receipt helmet checkpoints" begin about a week beforehand! 

So "because it's the law" doesn't hold water here, or ever will until the police start doing the job they are supposed to ! TIT!

They aren't commonly called the Pattaya transport MAFIA for nothing! ?
