hotchilli
What they mean is as the typhoon Mangkut is approaching Hong Kong it's anti-clockwise movement is sucking air in from the south west, altering the usual pattern of the monsoon band! This could mean rain extending throughout the lower half of Thailand across the Andaman sea and maybe further north to central regions !! Hope that clears it up a bit.
