For 5yr (standard) it's 90 days before expiry. Quite unusual to do it before expiry (if no specific reason). Most will do it at least a day after expiry (=your birthday) to win one more year of validity. Up to one year after expiry with extra test/effort. The process was not possible since about a month. True. Not a bad idea to have someone drive you or use some other form of transport. Although the effect of the renewal shutdown since April should let you be safe. They wrote until 15 days after lifting of state of emergency or further announcement (as now published).
