New rank suggests he's on the up and up Thai media has referred to chief of immigration Surachate Hakparn - the darling of the press and public known affectionately as Big Joke - with a new rank. Channel 7 news in a story about the introduction of iris recognition technology today referred to Surachate as Lieutenant General. Because originally the rank was Sergeant Major General which is clearly lower than Lieutenant, but over time the Sergeant part was dropped and became Major General.
