If I catch her again I will throw her bag of tricks back over her fence.

It’s simple , she does not want to pay 40 baht per month rubbish collection fees. Give her half the bill to pay and see how she feels about that.

but, if she doesn't pay any fee at all; then she doesn't actually have her own bin at all?

In my Tambon we buy black bags marked with the local logo and they are the only ones the garbage truck will take away. Occasionally we get people trying to leave plain bags with our marked bags, but the police sort them out from our CCTV!
