Koh lipe from Langkawi

I entered Thailand suvarnabhumi airport on December 27th on visa exempt (30days) and left to Langkawi/Malaysia January 16th and now I want to go to Koh lipe in Thailand for few days and I have to get visa exempt again in lipe. Would it be considered another visa exempt added to my previous visa exempts.(I only stayed 21days on the last one)

Yes it would be recorded as another visa exempt entry.

But it would only count as the first one at a land border crossing this year under the 2 per calendar year rule.
