If there was a way to identify the owner, then yes of course, every time. If a lump sum of money found randomly in the street and remembering where we are and the police cannot be trusted to find the true owner .......then probably no!

 

But with ID, definitely I would try to find the owner.

In this situation, you would be looking for a Chinese man in Thailand...... not sure where I would start, maybe koh Larn beach?
