Could someone recommend an IT professional?

 

Am tired of Windows 10's sluggishness. A Chromebook boots like 5 x faster. And LINUX can even be run from a USB flash drive

 

My hard drive won't boot fully (it crashes after a few seconds). Now, I want to try something else.
