Royal Thai Embassy Paris now only online application for visa and appointment system

Not only mandatory to use the online system but non French residents can no longer apply for visas there.

  4. Tourist visas can be issued only ap lmost the ' expiry of three months out of Thai territory
  5. The visa application form must be submitted at least 1 month before the departure date
  6. The Royal Thai Embassy issues visas to French, Algerian and Monegasque nationals (consular district covered by the Royal Thai Embassy in France) and to other foreign nationals residing in France ( a photocopy of the residence permit or proof of residence). home in France will be requested when filing the file ) 
  7. The Royal Thai Embassy no longer issues visas to foreign nationals not resident in France
  8. After filing the visa application, the necessary steps take 3 working days  to analyze the file. Note  : If there is no document or documents added, the process takes  another 3 working days  after the filing of these documents
  9. There is no urgent procedure under any circumstances
  10. The ' Embassy n ' not accept the filing folder in case of missing documents
  11. The form must be completed completely and correctly by hand
  12. The Embassy reserves  the right to request additional documents
  13. The documents filed will not be returned. All handwritten documents must be legible.
  14. The ' Embassy will reimburse the visa fee in no case
  15. Competent authorities of the consular service may refuse visas or grant the appropriate types of visas to applicants without providing an explanation
  16. In the case where the person has dual nationality, and one of them is the French nationality, the visa can be issued only on the French passport
  17. All the regulations can be modified without notice
  18. The Embassy does not provide a photocopying service
  19. The validity of the visa is 3 months . You have 3 months from the date of filing the file to go to Thailand . The period of stay starts the day you enter Thailand and lasts according to the type of visa.
  20. Nationals of the following countries:  AFGHANISTAN, ALGERIA, SAUDI ARABIA, BANGLADESH, CAMEROON, CHINA, NORTH KOREA, EGYPT, GHANA, GUINEA, EQUATORIAL GUINEA, INDIA, IRAQ, IRAN, LEBANON, LIBERIA, LIBYA, NEPAL, NIGERIA, PAKISTAN, PALESTINE, CENTRAL AFRICAN REPUBLIC, DEMOCRATIC REPUBLIC OF CONGO, REPUBLIC OF CONGO, SAO TOME AND PRINCIPE, SRI LANKA, SIERRA LEONE, SOMALIA, SUDAN, SYRIA, YEMEN  must submit 3 completed forms with 3 photos for the application of all visa types .

Nationals ' Afghanistan, North Korea and Iraq are requested to come imperatively,  in person , take the steps  two ( 2 )  months before the date of departure desired .

I don't see that stated on that page or the visa appointment site. It only mentions the countries that have to apply in their home country for visas.

Non French residents is correct. If you have no residency as a non French national your not classed a resident.
That besides the point, other than being French, Algerian or Monegasque and not having a residency, you won't be getting a visa there.

I think this will become common practice around the world as the visa process becomes more automated.
