It's going to be a slow process, unless something unforeseeably traumatic/dramatic happens. I mean, something seriously from left field here, like a meteor strike or something. They'll change when they're absolutely forced to... and they already have a very, very, very high threshold for getting pissed off enough to upset the apple cart. Democracy here will be in name only until you have a populace at least somewhat capable of critical thinking and, especially, introspection.
