Usually consulates will not accept the application if they don't intend to issue a visa. If they do decline a submitted application they usually issue the visa, but stamp it as being voided/cancelled so it can't be used. Link to comment Share on other sites More sharing options...

When the wife and I applied for a visa at the Polish Embassy in London some years back we found out a few weeks later they denied us and refused to give any explanation whatsoever.
