If they lock people out with real estate then the repercussions for government would be too great. It's a self protecting system. The government makes lots of money from the industry, why would they shoot themselves in the toe. Of course there may be one unlucky sole coming across problems, but in the whole scheme, the term safe as houses still will apply in Thailand for a long while yet.
