I've seen a few You Tube videos of foreigners out in the boondocks with their wives, all of them working on the farm, and videoing every part of it. No Police show up to discuss their lack of work permits? Isn't that only likely to happen if you are running a bar somewhere with a wife and you get grassed up by the competition?

I agree in essence in what you're saying Alex, but one has to be careful. A mate of mine has about 180rai in Butt-F*** nowhere, Khon Kaen. He hoofs around on the tractor all day, organises all the farming aspects, often has his shirt off toiling in the field but is forever wary of being dobbed in by some beligerent local.

If the authorities have a strong enough case one can be in serious trouble. This WP matter must not be taken lightly; these guys are super-protectionist when it comes to the labour issue.

Work Permit (WP) issue is blown out of proportion on this forum - for many provinces anyway. The Labour Office couldn't give two stuffs about it where we are (to the point where they even admit they don't focus on it). Police definitely couldn't care less as they don't have to. Immigration Police, who I think are the ones required to enforce WP laws, care enough to ask you if you work but never bother checking up if you have a permit even if you say yes. So little care is given that the Mrs and I are actually going to ask Immigration when we go next if we actually should bother even getting it if they never check up on it as everyone else around us doesn't have one so why are we spending the money doing the right thing (we are on pretty good terms with them).

To the OP, you don't need a work permit to do the kind of work the policeman asked. They will pay you 600 an hour without a work permit. Other than the cash, just do it to network. Try and work for as many government departments as you can as it makes life so much easier. If work for the police you are immediately bumped up lines if need to deal with them, never have to pay any fines or even camera fines if in your province if you create a positive relationship with them. Work for other departments like Public Health and you will be given queue number (1-10) from friends at the hospital the night before whenever you need to see a GP, specialist or dentist, rather than waking up at 6am and getting number 200. In and out as fast as a private hospital. Officials mostly all have a fair understanding of each other so really any government process you will be able to get help with as someone always knows someone else. Why the help? As you teaching them helps their project profile look better which increases their chances of moving up two pay levels in that year so they will bend over backwards to get you.
