He shall start a company (2 miljon baht) with wifey having 51% of the shares. He wishes to seek workpermit and he did ask me what; a - Where do he apply for a work-permit??? b - What is the cost for a work-permit??? Lots of info here in Thai on their website. https://www.doe.go.th/prd/ b. The fee is 3000 baht for a one year work permit plus a 100 baht filing fee.
