Nongprue suspends police volunteers after toddler clubbed in head

PATTAYA:--Nongprue officials have suspended all operations by police volunteers after one knocked a two-year-old boy unconscious with a wooden bar.

 

Ten-year volunteer veteran Jakapob Boonrod failed to appear for police questioning following the incident where he tried to block a motorcycle trying to escape a police checkpoint with the two-meter pole. In doing so, he hit 25-month-old Sila Ninkum in the head.

 

The child was knocked out and needed three stiches to close a head wound.

 

The boy’s father, Siwa Ninkum, 28, filed an assault complaint against Jakapob. Nongprue deputy police chief Pol. Col. Krit Masuk said that charge could be upgraded to attempted murder depending on the severity of the child’s injury.

 

Krit visited “Nong Sam” at the hospital March 27 and reported that the toddler is active and playing, but still sore. Medical scans came back negative for any lasting damage.

 

While Jakapob did not appear before police, he spoke to the media, saying he hit the boy accidentally.

Ofcores he not going to court but he is guilty as hitting a child in head  with a wood stick

Maybe read a bit better, they suspended all police volunteer actions. Not just this guy. It does not mean this guy his only punishment is being suspended.

 

An assault complaint has been filed against this person but it can be upgraded if things go bad for the child.

It could of course be argued why the child wasn't wearing a helmet. Could also be argued why the motorbike driver was in the act of evading the road block (self admitted in earlier articles).

 

Using minimum necessary force while carrying out assigned duties is the one that needs no argument. Unless the wooden pole used was issued for the specific purpose of stopping motorcyclists evading checkpoints, then standard operating procedures (SOP) or even rules of engagement (ROI) from the police would need to be examined carefully.

 

And just for clarity, I in no-way agree with the actions of the volunteer in this circumstance, but do agree with the suspension of volunteers operating until proper guidelines, training and understanding have been properly defined. It also shouldn't be overlooked that this guy has been a volunteer for the last 10 years, what procedures (or instructions) did he think he was following?

It's also in the article that he failed to show up at the police station to face a charge. What isn't in the article is whether the police got off their a**** and left their air-conditioned office to arrest him. Or was that too much trouble for them?

That is a petty distinction of being a little inaccurate as a result of brevity.

 

Not everyone likes writing "allegedly guilty of a chargeable criminal offense" ????
