Its deliberately offensive in any country, regardless of the flags and where the sign is in position relative to the flags. 

 

It should be taken down...  If the police are not going to take action then take action.

There are worse things that are offensive in Thailand and the world.  I see it as art.  And freedom of speech. Couldn't care less.
