On the basis that you are talking about marrying somebody in Thailand that you are already legally married to in the UK. I'm not sure that would be allowed or even legal - it certainly isn't needed. If it was the other way around - i.e. you wanted to marry in the UK when you are already in a legally recognised marriage it would be illegal. A legal UK marriage is accepted as legal in Thailand - why would you want to do it again? If what you mean is to have the traditional Thai marriage ceremony - you don't need any forms. Although that ceremony is the most important part for Thai's, its not a legal registration and therefore you can do it as many times as you want.
