What's infested my bamboo?

Just noticed this unanswered post.  The photos are too fuzzy on my monitor to identify.  But are you sure they are a pest?  Many insects seek habitat on foliage, but do no damage the host plant.

 

Unless there is damage associated with these visitors, no need to get rid of them, as birds and lizards and other natural predators may do that for you.  Or they will reach a stage in their life cycle and move on.

Sadly I don't have a camera good enough to take a sharp photo.  That was the best of a bad bunch of shots.

 

The (I assume) pests are short - about 1 1/2 mm long, with a distinctive white spot in the middle.

 

There are several of them on every single leaf of the 10 metre long/3 metre high hedge - always on the upper surface.

 

Even if they aren't directly harming the bamboo, I'm concerned they may transmit viral diseases.
