Any where you don't have regular highly active bicycle routes or lanes - it can be more dangerous.  I have been clobbered, and another friend killed on a small road on the outskirts of a rather smallish town in Ontario, Canada...  but it would never make it as big news.  A foreigner dying here makes it much higher up in the news here -- at least in some publications.  I think it is partly a matter of perspective.  Thailand (like many countries - with the exception of some in Europe) are not friendly enough to bicycling, so you end up in a more dangerous situation...  than those that are friendly... but not all western countries are overly friendly for long distance cycling.
