Maestro
It is the house-master, possessor or owner of the residence where you arrive to stay to do the notification of your arrival to the immigration office responsible for the area in which the residence is located. Yes there are several mailboxes, and there is certainly a Post Office but not what the OP asked for. I tried to lodge a TM30 at BKK airport. Thai immigration nor the airport police station would accept it. Cheers.
DrJack54
Online or by post or imm office. Not airport. Or do what I do. Nothing.
