Can a Non-B be converted to an Non-Ed without leaving Thailand?

I'm considering doing a Thai language course when my present teaching contract comes to an end in a few weeks, is it possible to convert the Non-B to a Non-Ed without leaving Thailand? Preferably at Phuket immigration not in BKK? If so how long will the process take and what documents are required? Thanks

While there are procedures for converting from extensions based on working to extensions based on education, those are only usable for university courses or similar. You cannot use the procedure just to convert to a Thai language course. You would need to get the appropriate documents, and travel to a consulate outside Thailand for a Non Ed visa.
