There is some truth in what you say:

 

The UK has always had the right to expel EU citizens who have not taken up gainful employment within a reasonable amount of time (across mainland Europe this is usually 3 months).

 

The UK has always had the right to expel convicted EU citizens once released from jail.

 

And the UK has always had the right to have whatever color passport pleases them.
