Just pit one government department against another with the confused public as the chess pieces. Prime example: I know, let's prosecute people for not having a darts licence. When it was announced that a licence would be required, I stupidly did the right thing and found out there was a new Thai-Australian company set up to handle PRS payments (Performing Rights Society). This was for 'foreign' music, not Thai. IIRC it's Grammy who handle the licencing for Thai music. I even went to the trouble of going to Bangkok to hunt down the Thai-Australian company. Paid for a licence, and received a certificate. Months later when the police arrived at the GoGo Bar 'checking', they were shown the PRS licence.
