The solutions is simple. When You rent a place, ask the agent ( or the owner directly), to file TM 30 and continuously file as and when required. And tell the agent/owner upfront that you won't pay your rent unless a TM30 us filed and the original is given to you. Write it down in the lease  by handwriting that without an original TM30 in your hand, you won't pay rent.

Probably because a 90 day report and a TM30 are two different things

What office do you go to? My 90 day reports don't  have that stamped on them.
