The photo in the OP is hilarious. The "sidewalk" isn't wide enough for a normal farang to walk on, and that big concrete thing in the foreground is a power pole, which is doing a better job of obstructing than the stall. After 6 pm of course no one needs to use the sidewalk anyway. More likely it's the regular businesses complaining about the unregulated, illegal stalls obstructing their business, for which they pay city hall.
