The fact that the police are not interested in the issue has nothing to do whether it was an argument or not. Pressure could easily have been brought to bear on the Senior Offices to ensure no official action was taken. If you you think the British Tory Government and the Police force are beyond corruption or rather promotion/demotion inducements then I'm afraid you really are living in cuckoo land. Wpuld depend on what is happening in the argument. Unless you want to wait till someone is choked, it makes sense to call police when things seem to be getting out of hand. The neighbour may have feared that here (or may be just after some publicity), but calling the police to make that judgement could be a very wise decision. A disgruntled fired employee once phoned up the police saying his employer had an apartment full of hard drugs. Amazingly this was enough for a whole busload of narcotics squad to come all the way from Bangkok and completely search the premises. They at least had the decency to apologize ????
