The board of the Government Lottery Office (GLO) is mulling over the two and three-digit lottery and lotto schemes before proposing them to new government for approval and implementation.

Excise Department director-general Patchara Anuntasilpa, in his capacity as the GLO board chairman, said the two and three-digit lottery tickets aimed to compete with the underground lotteries estimated to be worth Bt200 billion. He said the tickets would be sold online and via a mobile phone application.

The online lotto payment method was now under consideration especially as the jackpot could be as high as Bt100 million. If the board gave the green light to these two schemes on Monday, public hearings could be organised within the next two months, he said.

Earlier this month, the Supreme Court’s Criminal Division for Political Office Holders found ex-Prime Minister Thaksin Shinawatra guilty of a criminal offence under Section 157 (official wrongfully exercising his functions) regarding the illegal launch of a two and three-digit scheme in 2003-2006 and sentenced him to a two-year imprisonment without suspension. The court also issued an arrest warrant for him to comply with this ruling.

With only 99 options for the 2 digit and 999 for the 3 digit schemes I don't see how such a large Jackpots could be achieved imo .

But TIT and maybe the improbable might happen .

whatever - just want to know when the world is going to grow up and realize that like hookers and dope, people are going to gamble. Put it all out there, with well thought out controls and tax the shit out of it like they do with booze and cigarettes to cover the extra social costs (if any). All you create with prohibition are never ending cycles of organized crime, because no matter how much you spend trying to stop it more money is being made providing it..

GLO board still undecided on format of new lottery schemes

By THE NATION

THE Government Lottery Office (GLO) board has yet to make a final decision on the format of the two- and three-digit lottery and lotto schemes to propose to the new government.

The board said the technology to be used in the schemes needed further study, especially if the lottery drawing were to be done more frequently than once every two weeks, GLO spokesperson Thanawat Polwichai said yesterday.

The GLO board decided yesterday to set up a working committee to study two-, three- and five-digit lottery schemes as well as lotto or non-numeric photo-based lottery tickets and present the information for the board’s consideration on July 24.

He said the GLO would also study the lottery schemes offered in neighbouring countries, which are drawn several times a week and come in different forms. If Thailand comes up with more lottery schemes, then the sale of underground lotteries will shrink by up to Bt100 billion per year from the current Bt500 billion yearly.

Prior to yesterday’s meeting, Excise Department director-general Patchara Anuntasilpa, in his capacity as chair of the GLO’s board, said that if the board okayed the two- and three-digit lotteries yesterday, then public hearings can be organised in the next two months.

Earlier this month, the Supreme Court’s Criminal Division for Political Office Holders found former prime minister Thaksin Shinawatra guilty of a criminal offence under Section 157 (an official wrongfully exercising his functions) regarding the illegal launch of two- and three-digit lottery schemes in 2003 to 2006. The court sentenced him to two years in jail with no suspension and also issued an arrest warrant for him to comply with the ruling.

Surele the time is right to bring the lottery into the 21st century or even the 1980s! If they do take a look at neighbouring countries they'll see modern systems in Singapore and Malaysia.

Why the fascination here with two and three digits, where odds are 99/1 or 999/1 respectively yet the payout is nowhere near?

Thanksin must be having a good laugh over yet another of his schemes being weighed by the junta, sorry new government.

This week Taksin gets sentenced over it, and next week Prayut announces his new plan of introducing the exact same scheme and gets applauded by all his appointed minions.

Cut and paste from Thaksin’s case.
