Oh dear. You should have asked about the Phuket TM30 policy. For Phuket, you only have to do a new TM30 when returning from overseas; not if you have stayed in a hotel in Thailand (in, or out of province). Nobody I know does that. Some people seem to draw in problems based on their attitude. In all my years here I have never ever had to do anything you have voiced grievances about, and I have been here on 4 different types of Visa's Either way, best of luck.
