Farma
I first saw that sign at Sadao border crossing from Malaysia back in 1984. Also down in Singapore at that time they required anyone entering to have short hair.

I was able to find it, from 39 years ago: http://www.ratchakitcha.soc.go.th/DATA/PDF/2523/D/103/7.PDF But i couldn't find if this was ever rescinded. Does anybody know if it ever was? If this is still valid and immigration police ever notices it there is a chance that it could cause problems for some backpackers who still like to dress like this today. Thanks for the research. This has been going around the internet for years. I saw the same thing here on TV years ago. I am too lazy to find the link but remember seeing it years ago. I haven't been to Thailand for a couple of years now. But, the youngsters now with dreadlocks and dress like the old hippies were live and well when I was there. I never saw any of them being turned away. Seemed like a pretty happy lot to me.
