A captains license is generally for a operator of a vessel that is being used commercially, ie when you have passengers on board, big vessels and or vessels used for business purposes etc. generally starting at a 6pack license then 50 ton and 100 ton and so forth.

Right thanks. It's nothing to do with riding a ski.

So it appears the news report was therefore erroneous by mentioning a captain's licence - for whatever reason.

It would not surprise me if some historic rule could not be pulled from an old hat, as per playing bridge and darts.

Ha ha, yes! IIRC they were charged with playing darts without having a licence, and when they requested a licence the authorities admitted they hadn't yet designed one.

Could he have been a skipper of a dive boat or similar, when apprehended he has mentioned that as a defence and it’s now been withdrawn. ? Either way what’s it matter

That really is quite unbelievable.  If it really is the same guy (it seems too much of a coincidence for it not to be) then people should be informed.

The Vince Li/Will baker is 51 years old now.  This William Baker is supposedly 45.

I've now seen a clear pic of him and it's a different guy. Li (Wěiguāng) is of Chinese decent having immigrated to Canada  from China as an adult.
